WHAT YOU NEED TO SUGGEST OR MENTION:
I would like to ask for you to take a moment to read for a second before going into instant denial of the idea. I am willing to put time and money into the idea if there is a dodgeball team created for the Spartans, but that's not why I think it should be added.
To my understanding, Banter and any other members of his college faction who made the say on this had declared that dodgeball is “not a real sport” which is why the college faction had made the original decision to decline the idea of a second dodgeball team. However dodgeball is in fact a real sport, and here’s why. Keep in mind that this is all my opinion and thoughts and so if I say something that seems rude my intent is not to be disrespectful.
First of all, there is both the USA and National dodgeball league, composed of professional dodgeball teams. I did my research into it and here’s what I have found and quoted from within the text.
“The National Dodgeball League (NDL) is a professional dodgeball league in the United States. The league is composed of 24 professional teams. In addition to professional dodgeball, the NDL hosts the annual mature Dodgeball World Championship. Prior DWC tournaments have included teams from Canada, United Kingdom, Japan, New Zealand, and Australia.”
This being said as you can see the National dodgeball league is also composed of teams from Japan, and to my knowledge, that is where Karakura takes place.
There are worldwide matches revolving around dodgeball teams, AND teams do exist within schools all around the world. Here's a list of existing college dodgeball teams for you; http://ncdadodgeball.com/about
Doing my research I found that dodgeball is in fact categorized as a real sport,
Back in 2017, The Global Association of International Sports Federations (GAISF), the umbrella organization for all Olympic and non-Olympic sports.
It officially recognized dodgeball as a sport. It is being considered to become a part of the Olympics!
My second argument to make about something like this is that what is the real point of having a high school team without the iconic spartan rivalry? I understand the second team is not a REQUIREMENT but I think the idea should be supported.
There is no real way to hype up the sport and get people interested without competition in my opinion. I mean I understand we can create out of school teams, but I think it brings more attention to it when you have the two mainstream teams.
If you're interested in looking into the sources where I found your information I'm more than happy to share that with you too:

While writing this proposal I started to gain a list of people willing to support if not play on the team. Although 10 people within a community of 500+ players is not a lot if I told you that 10 out of the 10 other people I asked all said they would support it would that surprise you? I’m sure if given the chance and given the time I could come up with a list of 50+ active people willing to support the team. It doesn't need to be a popular sport, but why put it in the game if there aren't going to be teams for it?
