So basically, I'm a little pissed at how combat works right now. The whole idea of using /mec and then /roll to preform a canon action is terrible. No fight is ever based on random chance! There are three main factors that contribute to the winning or loss of combat of any sort. They are: Speed, Strength, and Skill. In no way is Random Chance in that list.
Now that I'm done with complaining, here's what I suggest. I suggest that you add three new blocks and two new attributes. I ask that you add a Treadmill block (to easily increase speed in a less boring way), a Benchpress station block (to increase strength), and a Punching Bag/ Practice Dummy block (to increase both skill and strength at the same time). These stats could act as modifiers for /roll or any updated combat system you might apply. Now, these stats should also be proportional to each characters' lore. and this can be easily done with ingame tags, the same way a mod like PlayerEX might keep stats. This can be easily implemented through a datapack, or added onto any already applied datapacks.
Other than that, I would suggest adding more easily accessible weapons. Instead of having items like that added through donations, I would take some pride in my work (instead of selling out like you all are doing) and add a variety of weapons, and make an NPC that, if you wish, could move around the sewer systems. Or you could have it at a static location in the sewers. And it just sells weapons of varying materials, which could deal corresponding damages, like titanium weapons could deal 7 hit points.
Keep in mind, this is just a suggestion. I do hate the current system for combat. Hell, I make better for the dice games I make. But everything in the paragraph above is purely optional. It is just an idea. Just please, fix the combat system. It currently makes no sense, and is completely scuffed right now.
This will benefit the community by making it easier not to failrp, and improve immersion to any players using it. It's not a bad idea, and is pretty easy to add. Just please consider my suggestion.
