So basically, I'm a little pissed at how combat works right now. The whole idea of using /mec and then /roll to preform a canon action is terrible. No fight is ever based on random chance! There are three main factors that contribute to the winning or loss of combat of any sort. They are: Speed, Strength, and Skill. In no way is Random Chance in that list.
Now that I'm done with complaining, here's what I suggest. I suggest that you add three new blocks and two new attributes. I ask that you add a Treadmill block (to easily increase speed in a less boring way), a Benchpress station block (to increase strength), and a Punching Bag/ Practice Dummy block (to increase both skill and strength at the same time). These stats could act as modifiers for /roll or any updated combat system you might apply. Now, these stats should also be proportional to each characters' lore. and this can be easily done with ingame tags, the same way a mod like PlayerEX might keep stats. This can be easily implemented through a datapack, or added onto any already applied datapacks.
Other than that, I would suggest adding more easily accessible weapons. Instead of having items like that added through donations, I would take some pride in my work (instead of selling out like you all are doing) and add a variety of weapons, and make an NPC that, if you wish, could move around the sewer systems. Or you could have it at a static location in the sewers. And it just sells weapons of varying materials, which could deal corresponding damages, like titanium weapons could deal 7 hit points.
Keep in mind, this is just a suggestion. I do hate the current system for combat. Hell, I make better for the dice games I make. But everything in the paragraph above is purely optional. It is just an idea. Just please, fix the combat system. It currently makes no sense, and is completely scuffed right now.
This will benefit the community by making it easier not to failrp, and improve immersion to any players using it. It's not a bad idea, and is pretty easy to add. Just please consider my suggestion.

If you wanna fight without rolling, use the honor system (p2l ig,). With the honor system you don't need to roll, and must roleplay actions and stuff realistically.

I understand your annoyance towards the roll system, however it’s a necessary evil when it comes to fast paced scenarios with police and the crime community.

Though note that P2L (play to lose) is School Roleplay’s preferred method of combat, where you action realistically and honor the actions against you if it makes sense. If in the event you engage in combat with someone, just type in looc if you guys can P2L the scenario. 9 times out of 10 they’ll say sure :) hope this helps

No one is stopping you from using P2L, I'm sure you'll find someone who'd like to do that with you.

Might be a good idea but the problem is that this may cause a lot of lag. And the other thing is that it will be more of an pvp server rather than an RP server.

Additionally for the weapon bit...

There are literally public weapons you can obtain via black market dealers, you dint need to buy a custom weapon to get one. This is already a thing, I'm fairly sure you just haven't experienced it yet.

-1 use p2l, also this has been used in other places and was broken, and half the server/gang community would be afk for the first two/three weeks grinding this.

-1 If you want to fight based off of your character's lore, there is p2l. Developing a WHOLE new system is excessive, and the way you explain how to make it would make it very difficult for new players to catch up to the more seasoned players. They already have to struggle with 0 attributes, so having to work on more would only scare them away. The current system is fine, even if purely based on luck.

The combat system we have put in place right now is perfectly fine. Sure it’s unrealistic for fights to be based purely off luck but this is a Minecraft roleplay server. Not everything has to be realistic

The method we have now is efficient. It prevents people from powergaming there characters and making it so they dodge every hit and only hit you as well as if we changed the system too what you’re talking about it would make even the smallest of fights so much longer

If you want to do that sort of combat without the rolling and luck, do p2l. It’s a combat based method where you don’t use rolling

Overall the combat system has no reason to change and you can just use p2l
