I've noticed some spelling and grammatical errors, but this is really cool!! I recommend not using the "x would y" writing style for past events, it just reads clunkily and leaves the confusion of: but did they? Did they do that? It's different in present tense roleplay, but for an incident report especially compared to the others, it feels out of place.
I also recommend specifying that you mean the headless horseman from Irving's short story Sleepy Hollow!!

Big updates:
Added pictures and drawings of Spirits! To be specific, Kitsa, Hachisu and Runa have recieved drawings done by @fcnc on discord.
P-14-Amonjaku has been added to the list with the document itself having been done by @crystallizedgene
Other important documents have been created throughout this time: like P-25, P-28, P-30.
Added "Body of the Kami | Shintai" Section and updated the Defense section.
Hopefully more POI's will come out soon! Sorry for the long hiatus!
