I've noticed some spelling and grammatical errors, but this is really cool!! I recommend not using the "x would y" writing style for past events, it just reads clunkily and leaves the confusion of: but did they? Did they do that? It's different in present tense roleplay, but for an incident report especially compared to the others, it feels out of place.
I also recommend specifying that you mean the headless horseman from Irving's short story Sleepy Hollow!!
