I would like to offer a slightly alternative suggestion to this. When your character gets drunk I think it would be better to not allow switching characters at all until that character has sobered up. I recommend this simply because of the things you can get into when you are drunk whether it be...
Definitely no... people still use flip phones, and they generally add more variety and realism to the role-playing world than to real life. I have seen plenty of people use flip phones to this day, both in-game and in real life.
Like cars, we're lucky to have phones at the price they already...
Things basically this (or fairly similar) have been suggested before and denied to the best of my knowledge. There are just some things we can't do if there's a certain role not online (like librarians or receptionists as stated above) and while it may suck, it's something we should get used to.

I've never really been in a roleplay situation where I needed to dial 110, but through others' experiences I have witnessed, this sounds like a great idea.

Things like this (or somewhat similar) have been suggested before, and I don't see it getting implemented unless, as Infi said, we get a significantly growing player base, which also allows some more opportunities for role-playing.
We already have a way of making the owner money by buying in-game stuff like Fundraiser+ or new characters, I don't find a use or reason to have a whole GoFundMe for development and map expansions.

Honestly, if you think you're a cool guy, you are, there are no tips or tricks to be considered "popular" just be chill, join some factions, communities, and maybe a club or gang and you're good.
