Why is the server offline? Every time i go on its either offline or only online for a bit until it goes offline again. Can someone explain please?!

Why does the server always go offline? I'm from Australia and I can't go on during the day. When I go to go on in the afternoons its always offline or always switching online and offline. Why does it keep going off and when will it start to go online for majority of the time?
