On the server I have my render distance is at 32 but it's only showing 2 chunks till I start walking around and it then just shows the chunks I've been in. Is it just my client?

I've been playing for awhile and I haven't been able to age up and whenever the timer to age up finishes I get the red message shown in the screenshot below. I've tried using the /help feature multiple times and i haven't gotten a response yet.
