So there's actual books you can take out of the library (the one outside of the school) and I think there should be a librarian role for people to apply for in order to manage the library.

How will this benefit the server and community?:
It will provide another role, make library rp more realistic and make sure there is someone to keep the books organized.

Currently, there isn't an official 'City Librarian' role that I know of. However, employees at Enchanted Quill Publishing (EQP) have access to the public library's doors and can lend books while they are on desk duty. These books are written by players, including many of the employees at EQP. Their responsibilities include writing books, providing desk service, lending books, and organising the shelves. I believe creating a 'City Librarian' position might make the roles of EQP employees redundant.

we already have plenty of roles on the server. the only thing i can think of is EQP being able to work there

A librarian functions as a book keeper, currently there just aren't that many relevant books to be kept. Maybe the role would become more relevant when enough legitimate books have been published, or when important books such as lore stuff that can only be accessed by finding said librarian or member of EQP is present

And to counter people from mass copying the genuine print of the books, some plugin can be put in place to remove the book out of the user's inventory when they walk out of the library zone without permission

Let EQP cook. They've made it so you can get books from the library!

Also - making a whole new role (and faction?) for this seems unneccessary.

-1 too many roles, not to mention it would be odd as a stand-alone role not apart of a faction. If anything why not let school librarians also manage the city library? I believe for a time this was an aspect of the server.

They're not really a publishing company—moreso a community library! They have librarians who work shifts at the public library, and the same people can write stories to be put on the chiseled bookshelves!
