EMERGENCY PHONE NUMBER | Addition of a '110 operator'
INTRODUCTION TO THE SUGGESTION:
I don't know if this is already planned with the upcoming Phone Update, or if this was already suggested, but whatever...
I feel like this might be a controversial topic, so I'm open for any suggestions on how to implement it!
THE IDEA:
What I thought would be great to add is the ability to speak with an operator NPC before actually contacting with the emergency services ( KPD and EMS ), and I've got 2 ideas on how it would work:
HOW WILL THIS BENEFIT THE SERVER AND THE COMMUNITY:
This could easily help with the confusion whenever people contact the 110 hotline and start screaming and spamming messages into the phone, not specifying what they need help with, allowing the KPDs and EMSs jobs a little easier and less stressful and last but not least, bringing some immersion into the call, allowing people to feel the experience of contacting an actual emergency hotline.

- WHO TO CONTACT AND WHATS THE EMERGENCY
What I first thought about is that an once you call 110, you get into contact with an operator (so an NPC) which first asks you if you'd like to contact KPD, EMS or both, and then later asks you for the reason of the call.
OPERATOR: 110, what emergency service do you require? [KPD] [EMS] [BOTH]
After choosing an option
OPERATOR: What could we assist you with?
After you said what you need help with
OPERATOR: The law enforcement/paramedics/both will get in contact with you shortly.
After that, the KPD or EMS get the information, get informed about the dispatch and are able to pick up the call and help you in need.
- WHO TO CONTACT ONLY
This option might be easier to implement, but it would require you to instantly wait for the KPD or EMS to answer the call and only then will you be able to get in contact with them.
