Petition for Prisoners
Around 12 AM in Karakura, a peaceful petition began at the Karakura Church. Priest and Professor Tulleybellton was the host of said petition, making his claims public with his Freedom of Speech. The man made it clear that his feelings on Felonies not being granted visitation is not right in his and others eyes.
After being informed about the ongoing petition, Acting Mayor Annabell Sturm appeared from behind a crowd, taking her approach to the protest at hand. A bystander began to record with their phone.

Alois Tullybellton: "Ah, the KPD currently has a policy that 'by default' forbids anyone in their custody or convicted on a 'felony charge' from receiving visitors."
Alois Tullybellton: "We would like their visitation rights restored immediately."

Annabell Sturm: "I know, how we all love. Bitching, rioting against the people who work at town hall. An angry town, a town with quite the violent streak, I get it. I do. You're pissed and you want changed." cleared her throat. " And I am trying. But, mainland sucks. My higher-ups, suck. They couldn't care any less about Karakura. Every week, I head to Tokyo, to try and push your suggestions, and am often shut down. I try, truly. So, please. Give me time, to discuss it, to deliberate. To talk with the Commissioner and others.&f " looked to them all. "I ask for your respect and understanding, so that we can offer you the same. If we don't work together, this town will burn together." Addressing the crowd

Annabell Sturm: "You are allowed to protest, I am all for protests. But protests in Karakura, end in riots. End in people being injured, threatened. .and that is not something I am willing to risk. Not only that, those type of riots, shed a bad light on this town." Addressing the CrowdAlois Tullybellton: He'd lower his hand. “Would you please remind our overlords on the Mainland that Japan is a signatory to the ICCPR and should respect our rights under Article 10 of that covenant to ensure that all persons deprived of their liberty are treated with humanity and with respect for the inherent dignity of the human person.”
Alois Tullybellton: "Just like, y'know, BRING UP the ICCPR. It'd totally help, probably."
Annabell Sturm: "Mainland gave up on Karakura, many years ago. For a while, we did not have a government. This town, it's people were a lost cause. It has taken years for us to rebuild an actual, proper relationship with the mainland. So please. Mr. Tullybellton, do not diminish our attempts, just because you are nowhere even close to knowing what me and mayors before, have had to do. We are trying our best. I am trying my best." Replying to AloisAnnabell Sturm: "At this moment currently, I am still on the search for a mayor to take over, someone who is worthy, to help Karakura evolve." Continuing on from her previous statement to Alois
Alois Tullybellton: let out a resigned sigh. “I wish you the best of luck with your search.”
Annabell Sturm: "Thank you." offered a smile. "Your petition has been heard, has been understood. And I will discuss it with mainland and others at our next meeting. So, please be patient, please work with us. Can you guys do that for me?" - Replying to Alois then addressing the crowd
Alois Tullybellton: handed up a copy of the petition to Annabell Sturm, placing it gently on the lectern
Annabell Sturm: nodded, "My next progress meeting is in about. .4 weeks. I will gladly contact you. Sound good?" Talking to the crowd
Alois Tullybellton: "Sounds wonderful, certainly a step up from the governments of the past."
Annabell Sturm: "While I'm here, is there anything else, you all want to discuss?" Asking the Crowd a final question[!] The MP4 ended as footsteps were heard exiting the building [!]
Soon after the recording ended, no more questions were asked and Sturm began to make her way out, being stopped numerous times and asked questions while a recording was off, these events may have been caught on CCTV, BUT! We don’t have access to that. Once the situation was dealt with, the Mayor was seen stepping into a car and escorted out.
In the eyes of the group that escorted her, it was a successful protest.
Officer Interview
After an interview with Kō Asōgi, he stated the difference between a misdemeanor and a felony. Felonies are known to be much more violent and severe crimes, some being assault with a weapon. It being a rule within’ the KPD that disregards felons from getting visitation for Officer and Visitor safety. When it comes to misdemeanor visitations it is up to the arresting Officer if they are allowed visitation.
