Knowing barely ANYTHING about this faction, I would suggest ... something like...

Chronically Ill Patients Living in the Hospital

Allow a limited number of characters (maybe through a character application during during recovery time) to become long-term or "permanent" residents of the hospital (With an option to set the spawn point in a hospital area) due to old age, chronic illness, very-slow recovery from major trauma, or terminal conditions. This exists in real life and could/might lead to interesting RP scenarios!
This could be fun! Typically, I'd allow these things just to be DM'd to me and I'll let them know it's fine and/or how to go around it. If recovery becomes less enclosed, we could definitely do something like this!
Persistent rp hooks and reliable presence.
Because characters create a constant reason for staff to be present as they offer more consistent rp between players, and are different from other hospital staff. So basically an option for staff to do shift RP with long-term patients. From physiotherapy to emotional care. (it helps staff meet quotas and creates fulfilling slow-burn stories!) It would be a great way to bond with the faction, without being EMS themselves. This can create relationships like day-to-day interactions that go beyond a diagnosis or emergency care, but still in the hospital setting. This would work for long-term patients and medical staff. Long-term patients act as anchor characters that others can visit and maybe confide in or care for, which would give purpose to casual hospital visits. Chronically Ill patients might be able to leave the hospital for a short while or temporarely while being accompanied by an EMS worker or a next of kin, but would return to the hopsital after each trip.
10000000000% as long as the player and worker are both willing to interact, this should never be a problem and I do agree in that it would encourage being present!

Emotional drama and interpersonal growth
for EMS workers, psychotherapuetic staff and nurses/doctors, and patients who can develop ongoing relationships instead of fragmented changing acquaintances. (Maybe even develop mentorships or rivalries. Or who knows, lovers?) With storylines about slow healing or worsening illness or even end-of-life decisions. That can show some real mature emotional rp.
Lovers that take advantage of the on-call rooms... Shivering. How would you suggest other means of fostering an environment where we can encourage players and workers to take advantage of this?

Recovery and decline arcs
EMS and hospital residents can plan thoughtful long-term storylines like regaining the ability to walk, memory loss, transplant waiting lists, and so on. Sickness is a great source of conflict that can serve narratives, so having a reliable affliction over a long period of time can give EMS and long-term-patients some nice arcs to work through. Like having an elderly lady that spends her last months in care and only get few visits from family and can mostly bond with staff. Or a burned teenager with skin-grafts who hides away from the world in the hospital. Or any number of long game rp between patients and patients and doctors and patients that is usually out of reach for people, since recovery times are mostly skipRP and limited.

This might be interesting for people with multiple accounts on IC weekends or during IC nights, when SchoolRP is about the time outside of school.
A transplant waiting list would be sooooooooooooo cool, and physical therapy would be AWESOME to have people take on a long-term run. I'd love to see people interacting with the hospital more with the types of characters you've mentioned and whatnot, and I definitely want to look at ways to reduce the "skipRP aspect" of recovery if you have any other ideas?

That was in the back of my mind for a while - and having very few experiences with hospital visits, I also never get to have any interactions in recovery time.
Erik goes to the hospital for his asthma prescription, allergy readings, eye examinations, and the typical low blood iron checks.

I just imagined that I could visit the hospital some day with an old senile Kogoro, as a senior hospital resident, hanging out with other old-timers and some weird teens and tweens who sit in wheelchairs or are entangled in some hospital-themed arcs. Maybe visiting scheduled yoga classes or an evening with hospital clowns.

I'm fresh out of ideas on the parts you asked... but I want to add that I would like to see medical hygiene masks be sold in the pharmacy.

And maybe a hospital morgue - for cool KPD mix-ups and autopsies, unless you already have one. I don't know (I'm not supposed to be there anyways. If it exists.)
 
Definitely agree! I have assigned a couple workers to research physical therapy, so if anyone has any proper knowledge on it, I’d love to hear about it!
Hai, Hai, fortunately (or unfortunately) I've had instances where I've needed to accompany several family members to physical therapy to varying degrees. Some have needed it for small things, and others a lot more major. My family in general also just has lots of medical workers, so if you have any questions shoot away and I'd be more than happy to let you know! From both first hand experiences and outside knowledge.

Adding these to my conceptual ideas. A circus in the hospital for recovering patients would be sick.

We already have a morgue! Lucifer Morningstar loves it most.

I have seen a shop sell thermometers but I personally haven't seen them being sold in the pharmacy (If it is being sold in the pharmacy then I might have missed it) so perhaps it could also be sold in the pharmacy. But if the thermometer I saw being sold at the shop is the one you measure outside temperature with then we can just like perhaps add a medical thermometer. And perhaps hand sanitizer would be a good addition since then we can roleplay our characters cleaning their hands with it like when there is no sink nearby and their hands are dirty and etc. And we also already have bandages for the eye but I was thinking maybe we could also add bandages for the arms and legs too. Perhaps the both eye bandage can be taken as a base and then be modified to fit the arm and leg and made into the according size.

We have a thermometer given to Doctors as part of their starting equipment, but we could definitely look into adding it into the pharmacy as well!

These are all nice suggestions for new items but would require custom item slots to be bought to be able to get them in-game.. So perhaps this is a longer-term goal
