-Makes it near impossible to play a character who isn't morally upstanding. Say I am playing a character who has anger management that would mean I would need to seriously restrict any RP that is remotely illegial if I don't want to be forced to change characters which is bad as you end up making decisions based off of saving your own skin rather then doing the decision your character would realistically do.
-"Making room for new players." I think sidelining the experience of someone who has earnt that rank just to meet some type of quota is awful. The only reason tryouts should happen is when the previous member is the one who suggested to leave. Cycling players out because they simply want to play daring characters isnt cool. + there are teams who are always in need of players so if you really want to join a team so bad may I suggest female hs basketball.
Chances should be given out fairly and not in ways that make current players have to look over their shoulder every 2 seconds to make sure nobody is going to target them etc.

Except that I think it should have nothing to do with school staff and that enforcement should be handled by the captain as they know the players considerably better then somebody who made a 700 word application.
I also dont think new players should get sport team roles, they should be dedicated to people who are exceptional rpers. However new players can apply and be accepted if they reach these standards. (Just like it is now.)
Your whole "new player scheme" seems like useless quota pushing which I also completely disagree with as these ranks should be given and maintained by exceptional rpers regardless of how many times you've been arrested. Talent over diversity.
