-1, no.
Since some people here are using the "psychiatrists would have more things to do" card; making people apply for disorders does not equal to more characters with disorders. Furthermore, SRP already limits its players enough by making them apply in order to roleplay things that they shouldn't apply for. Please, remember that making people apply in order to roleplay what they want does not improve roleplay. I wouldn't like to be limited by having to apply for something that I could just roleplay without having to fill a form and have other people deciding whether I'm allowed to roleplay X thing or not.
On the same note, defining what's a disorder or not would only make things more systematical, give the Staff Team yet another thing to moderate and, overall, make complex what doesn't need be.
Someone who roleplays something that they do not fully understand about will, most likely, not make your experience on this server miserable. It changes a total of zero (0) aspects in your experience on the server if X person doesn't roleplay Y disorder like they necessarily should. No one should do some research in order to roleplay, unless they really want to bring something authentic to the server, but this is not always the case and shouldn't always be the case, specially in this kind of scenario.
However, keep in mind that there is there's a fine line between "not roleplaying something presicely" and "roleplaying something poorly/unrealistic". When it comes to the latter, you can, indeed, report that player to the Staff Team. Otherwise, I see no problem with a person who is actually trying to roleplay something they don't fully understand. If you're an expert at something, you can always teach someone who is struggling with an area you might understand. I'm sure everyone welcomes criticism that can improve their roleplay skills.
Whether you only need to apply if you want your character to have more than 1, 2 or 3 disorders, stop suggesting systematical things that will only make a systematical server under a systematical culture even more systematical.
You shouldn't be limited by an authorization system and extensive guidelines that only limit your creativity.
