Simple, we have A LOT of ways of gaining minors perms. You just roleplay and such and wait if your character or another character gets aggressive, No need to add more.

-1 gang wars often present permissions upon sight. this can even be majors or kps sometimes [WOW]. combat perms are carefully crsftes to be balanced, leave them as they are
